Public contracting has a significant impact on the whole of the national productive activity of goods and services: both as a stimulus for its activity, and as an element of obligatory reference for the future allocation of resources, as well as in the strategic development of organizations and companies.
As a continuation of a previously published study (Bragado et al., 2019) and as the objective of this new study, we are going to establish the concept of innovation and development in European contractual regulations, its transposition into national legislation and, finally, the identification of possible indicators of innovation and development.

Artículo 20 de la Ley 13/1995, de 18 de mayo, ce Contratos de las Administraciones Públicas; artículo 20 del Real Decreto Legislativo 2/2000, de 16 de junio, por el que se aprueba el Texto Refundido de la Ley de Contratos de las Administraciones Públicas; artículo 38 de la Ley 13/1982, de 7 de abril, de integración social de los minusválidos y Ley 44/2007, de 13 de diciembre, para la regulación del régimen de las empresas de inserción; artículo 88 de la Ley 2/2011, de 4 de marzo, de Economía Sostenible; el mantenimiento o mejora de los valores medioambientales que puedan verse afectados por la ejecución del contrato; una gestión más sostenible del agua; el fomento del uso de las energías renovables; la promoción del reciclado de productos y el uso de envases reutilizables; o el impulso de la entrega de productos a granel y la producción ecológica.
Artículo 202. En particular, se podrán establecer, entre otras, consideraciones de tipo medioambiental que persigan: la reducción de las emisiones de gases de efecto invernadero, contribuyéndose así a dar cumplimiento al objetivo que establece.
